WASHINGTON - The United States and the United Nations (UN) have declared dreaded terrorist Ilyas Kashmiri a "Specially Designated Global Terrorist", while declaring his militant group- Harakatul Jihad-al-Islami (HuJI) as a "foreign terrorist organisation".
