LONDON - Josef Fritzl, who raped his daughter for 24 years, has sparked a fresh round of outrage after being granted planning permission to build houses despite serving life in prison.

Authorities are embarrassed over the awarding of planning permission for a building project devised by the Austrian rapist and killer, reports the Telegraph.

The 75-year-old - who imprisoned his own daughter Elisabeth when she was 18 in a dungeon and subjected her to a 24-year rape and torture ordeal - wants to build 13 town houses, an office building and a subterranean garage.

Fritzl applied for the planning permission in August 2006 - two years before his crimes became known.

Otto Popp and Andreas Haider, two neighbours at the proposed development site, have already launched their own legal action to try to overturn the council’s decision. (ANI)
