NEW DELHI -Former foreign secretary Shiv Shankar Menon is emerging as the frontrunner for the post of National Security Advisor (NSA) with the government planning a new role for incumbent M.K.Narayanan who is likely to be appointed as West Bengal governor, well placed sources said.
