20 percent militants without guns in J and K, says Jammu police chief

JAMMU - A different winter strategy to counter terrorism and cross-border infiltration reaped in good dividends and today 20 percent militants are without guns in Jammu and Kashmir, said a state senior police officer here on Monday.
Addressing a press conference here, Inspector General of Police, Jammu, Ashok Gupta said that 17 militants, including 10 top commanders have been killed in 2010 so far.
“At least 20 percent militants are without guns, so imagine a journalist without a pen. So our strategy will be to see that they (militants) don’t get these things from across the border, from normal channels… money, persons or weapons. That is our strategy we are working at,” Mr. Gupta said.
Talking about the successful winter strategy to counter Militancy, Mr. Gupta said, “We planned for winter strategy which has given us very rich dividends. Our strategy was, number one; to target track and target scout, seek and kill the commanders.”
” Large numbers of militants have been killed this year as compared to last year. So far, 17 militants have been killed which include 10 top commanders, which is a great achievement, I must say,” said Mr. Gupta.
Security officials say Pakistan-based militant groups stepped up efforts to infiltrate into the region from the plains across the Line of Control (LoC) and International Border, as winter snow has blocked the Himalayan Mountain passes.
The LoC divides Kashmir between India and Pakistan, who have gone to war twice over the region.akistan, which like India claims the region in full, has consistently denied its involvement in abetting the anti-India insurgency that has killed more than 47,000 people since 1989.
