Finance chief Kan elected Japan prime minister

TOKYO — Japan’s lower house of parliament has elected finance chief Naoto Kan as the new prime minister.

The widely expected result effectively makes him Japan’s next leader. The upper house will vote later, but the result is largely ceremonial because the more powerful lower house can override its decision if needed.

Kan succeeds Yukio Hatoyama, who resigned Wednesday amid dismal approval ratings over broken campaign promises.
